NEPA and CC

The Obama Administration’s efforts to address climate change may expand to aggressive use of NEPA according to a piece in today’s Los Angeles Times. Oddly enough, however, Nancy Sutley, the head of the White House’s Cocilon Environmental Quality, asserts in the article that the Act can’t be used to regulate greenhouse gases, and wouldn’t be used to block projects. So, what role does the White House contemplate for NEPA this context? Stay tuned.
